From Barriers to Opportunities: Coach Core on the Milburn Interim Report

Coach Core Foundation welcomes the Milburn Young People and Work Interim Report, which highlights the growing gap between young people’s ambition and their access to real opportunities. The release of the report aligns with the latest Office for National Statistics data, which shows that more than 1 million young people (1.01 million) are now NEET – the highest level in over a decade and equivalent to nearly one in six young people in the UK.
Through our entry-level apprenticeships, we work with young people who are often excluded from traditional routes into employment. Many are ambitious about employment but face barriers including low confidence, financial pressure, poor mental health and a lack of accessible entry-level roles.

The report rightly identifies that this is not just a skills problem (supply), but a shortage of opportunity (demand). Entry-level jobs, apprenticeships and early work experiences are declining- limiting pathways for young people to get started.
At Coach Core, we see the difference that collaborative, locally-led approaches can make. By working with employers, Training Providers and community partners, we create accessible apprenticeships and supported routes into work for young people who might otherwise be left behind.
However, we recognise that access alone is not enough. Many young people need ongoing support to stay in work. Financial pressures, benefit changes and complex personal circumstances can make employment difficult to sustain – even when young people are motivated to succeed.

To tackle youth unemployment effectively, we need to:
- Create more entry-level jobs and apprenticeships
- Support employers, particularly SMEs, to offer opportunities and further support
- Improve coordination across education, employment and support services
- Make work financially viable for young people
- Invest in mentoring and in-work support to improve retention
At Coach Core, we believe that with the right opportunities, support and partnerships in place, every young person can succeed. An integral part of our model is to combine employment with mentoring and pastoral support- helping young people build confidence, remain in work and progress.
We look forward to reviewing the recommendations of the report later in the year. Until then, we will remain committed to working collaboratively to provide additional entry routes into employment for those who may otherwise be left behind.
